Financial Assistance
ZeMod Delaware offers both energy efficiency incentives and down-payment assistance for those who are eligible to ensure the affordability of the homes and help mitigate the energy efficient features. Both forms of assistance will only be made available for income qualified buyers (up to 120% Area Median Income (AMI)). The ZeMod program will help you identify solar incentives which vary by utility provider.
ZeMod Energy Efficiency Incentive
ZeMod Delaware offers eligible homeowners Energy Efficient Incentive funding to buy down incremental cost of energy efficiency features.
- Incentive amount: $16,500 per home
- Incentive is paid directly to homebuyer at the time of closing by DESEU. Requests are made to DESEU by MHDC.

Down-Payment Assistance
Down-payment assistance will take the form of a soft second mortgage. The loan will be at 0% and will not be due until the future sale or transfer of the property. The amount of assistance will vary per household due to unit cost and income of the buyer. Homebuyers will not be required to make monthly payments on this loan and interest will not be charged. No principle will be due while homeowners are occupying the unit. The loan will be returned to the revolving loan fund when the home is sold.

- 0% interest
- No monthly payments – loan is repaid upon sale, refinance, or transfer of home
- Loan is administered by MHDC
Eligibility
- Income limit is 120% of area median income.
- Credit history and debt obligations are considered
- Applicants must complete housing counseling from a HUD-certified housing counseling agency. Please contact MHDC to find your nearest provider.
Renewable Energy Incentives
The Green Energy Program provides grant incentives for those who qualify for qualifying renewable energy systems installed in Delaware. In order to participate in the Green Energy Program, your electricity provider must collect funds for the program and currently offer a grant program for renewable energy projects.
